First female traffic chief in the history of the Breede Valley Municipality

For the first time in the history of the Breede Valley Municipality (BVM), the municipality has welcomed a woman to the position of Traffic Chief, marking a significant milestone in the transformation of local government leadership. The Executive Deputy Mayor and head of the Safety & Security Cluster, Cllr. Juben Von Willingh, officially met and welcomed Janine Wells, who assumed her new position during Women’s Month. He described Wells’ appointment as a proud and historic moment for the municipality, highlighting it as recognition of her extensive experience, professional capabilities and commitment to public safety.

With more than 25 years of experience in local government traffic services, including 13 years in management, and an additional two years of senior management experience in the private sector, Janine brings a wealth of knowledge, leadership and expertise to the role. Throughout her career, she has gained comprehensive experience across the full spectrum of traffic and municipal law enforcement. Her expertise includes road safety management, accident response, public transport regulation, speed and general law enforcement, driver and vehicle testing services, court administration, motor vehicle registrations, parking management and by-law enforcement.

Wells is well-versed in the legislative and operational frameworks that guide local government and has successfully led projects involving budgeting, procurement, fleet and asset management, occupational health and safety, contract compliance, service level agreements and skills development. Her strong administrative abilities are complemented by a practical, hands-on leadership style focused on accountability and efficiency.

As the new Traffic Chief, she will play a critical role in strengthening traffic law enforcement, promoting road safety and supporting safer communities throughout the Breede Valley.

She describes herself as career-driven, detail-oriented and committed to delivering quality service. She enjoys working in diverse environments, embraces innovation and believes in empowering her teams to grow while maintaining high standards of service delivery. Her ability to make sound decisions, resolve challenges and build strong working relationships has been a hallmark of her leadership throughout her career. As she begins this new chapter in BVM, she looks forward to working alongside colleagues, stakeholders and the community to strengthen road safety, enhance traffic services and contribute to creating a safer, well-managed municipality for all.

Community Services Director, Advocate Mandisi Planga, welcomed the appointment of Janine Wells and highlighted the wealth of experience she brings to the Breede Valley Municipality. “Janine brings a wealth of experience, having held the position of Chief Traffic Officer in Stellenbosch and George. I am positive that, with her experience, she will add value to the BVM. I am proud that she is the first female Chief Traffic Officer in BVM and one of only three female Chiefs in the Western Cape,” said Adv. Planga. Wells’ appointment not only strengthens the municipality’s Traffic Services leadership, but also represents an important milestone for women in local government and road safety leadership across the province.
